My Lord:-
I have the honour to transmit, herewith, for Your Lordship's information, copies of three despatches, with their enclosures, which I have received from Her Majesty's Consulate at Amoy, on the subject of the Total's application to the Governor of Hongkong for the loan of an officer to report on the defence of Amoy.
I fully concur in the opinion expressed by both Mr. Hurst and Mr. Little as to the grave objections that exist to the erection of forts on the small island of Kulangsu, on which the European community reside.
